The New Balance 991 arrived in 2001 as an evolution of the brand's 990 series, built as a running shoe and manufactured at New Balance's factory in Flimby, Cumbria. It was the first model in the 99X lineup to feature visible ABZORB cushioning in both the heel and forefoot, paired with a sleeker, more athletic shape than the 990 before it. Every pair carries a "Made in England" designation tied to Flimby's manufacturing heritage; the factory was also New Balance's production site closest to continental Europe, which mattered more than expected once European buyers took notice. In the early 2000s, attendees at Milan Fashion Week and Pitti Uomo began wearing the 991 off the track, drawn to its shape and high-end pigskin suede uppers, and New Balance had its Flimby factory produce dedicated lifestyle versions aimed at the Italian market. That crossover moment is widely credited with helping establish the 991 as a menswear staple well beyond running circles. The Made in UK 991 remains in production today, still handcrafted in Flimby alongside its 991v2 successor.
